How to View Campaign Information

Los Angeles County Registrar/Recorder-County Clerk is currently updating our campaign finance disclosure services. During this transition, information can be found on LA County's Online Archives or NetFile

PUBLIC INFORMATION THROUGH NETFILE:

The general public can view candidate campaign disclosure information for local-level candidates and officeholders and the most recent campaign disclosure information for active County-level (Proposition B) candidates and officeholders through NetFile. Information on NetFile is searchable by filing date, transactions, candidates, committees, measures, and committee ID, as well as filing date, transactions, FPPC Form 497's by date, and independent expenditures by date.

Due to the immediate need for security upgrades, LA County is accelerating the transition from TRACCER to NetFile for filing and disclosure. During the transition, historical County- level candidate statements reporting expenditures, debts, and donations will be moved to NetFile and may be available to the public through online search or upon request.

Requests for unredacted copies of filings submitted by candidate campaigns for Board of Supervisors, Sheriff, Assessor, District Attorney and their controlled committees, county candidates/officeholders and their controlled committees, as well as committees supporting or opposing county measures may be sent to RLACPB@rrcc.lacounty.gov.

Requests for unredacted copies of filings submitted by local candidates/officeholders and their controlled committees in county jurisdiction, general purpose committees, major donors, as well as committees supporting or opposing local measures may be sent to CFD@rrcc.lacounty.gov.

NETFILE

PUBLIC INFORMATION THROUGH LA COUNTY'S ONLINE ARCHIVE:

The general public can view archived campaign finance forms for County-level and local campaign activities on LA County's Online Archive. Reported campaign finance forms include:

  • Form 425: Semi-Annual Statement of No Activity - Form completed by non-controlled committees which wish to inform the filing officer that they have not received or expended funds for the period covered by a statement.
  • Form 450: Recipient Committee Campaign Statement - Short form completed by committees which did not receive contributions or loans of $100 or more from a single source.
  • Form 460: Recipient Committee Campaign Statement - Long form completed by committees which receive a cumulative contribution of $100 or more from a single source.
  • Form 461: Independent Expenditure and Major Donor Committee Campaign Statement - Form completed by: (1) people who have made expenditures or contributions totaling $10,000 or more in a calendar year directly to or at the behest of a candidate, officeholder or committee; or (2) expenditure committees who make independent expenditures on behalf of a candidate, officeholder or ballot measure in the amount of $1,000 or more in a calendar year.
  • Form 470: Candidate and Officeholder Campaign Statement - Short form completed by candidates who anticipate receiving less than $2,000 in contributions and making less than $2,000 in expenditures on behalf of their candidacy, exclusive of the costs of a filing fee or candidate statement (of qualifications) if paid from personal funds.
  • Form 496: Late Independent Expenditure Report - Report filed within 24 hours of making an independent expenditure, as defined, that totals in the aggregate $1,000 or more.
  • Form 497: Late Contribution Report - Form filed within 24 hours of receiving or making a monetary or non-monetary contribution or combination thereof totaling $1,000 or more.
  • Form 803: Behested Payments - Form completed to provide information on payments for Legislative, Governmental or Charitable Activities.

Per state law, LA County Registrar-Recorder/County Clerk posts these campaign statements and reports on the website within 72 hours of each applicable filing deadline. Before posting, the street name and building number of the persons or entity representatives listed on any statement, report, or document, and any bank account numbers are redacted. These reports and statements remain on the website for at least 4 years.

About Proposition B

The County of Los Angeles has adopted an ordinance known as Proposition B, which regulates campaign contributions to candidates for elective County offices. Proposition B applies to candidates running for offices of Assessor, District Attorney, Sheriff and members of the Board of Supervisors.

Intra-Candidate Transfer

What is a controlled committee?

A committee that is controlled directly or indirectly by a candidate in connection with the making of expenditures.

May I transfer funds between controlled committees?

Yes, transfer of funds between controlled committees of a single candidate, or an intra-candidate transfer, is allowed, but is subject to contribution limits and accounting requirements. CC 2.190.080

Do contribution limits apply to intra-candidate transfers, which may include funds from political action committees?

Yes, contribution limits under CC 2.190.040.A and 2.190.040.B apply.

Appointments can be scheduled up to eight (8) weeks in advance. The Proposition B and Campaign Finance staff can assist in person at the Norwalk main office on weekdays from 8 a.m. to 5 p.m.:
